Grand Jury Subpoenas Documents In Ambulance Crash - Kentucky
In April, Tammy Pablo said she was driving behind the ambulance before the crash and saw it swerving for at least half a mile.

It's been almost three months since Vickie Whobrey died after an ambulance crash at the corner of Rockford Lane and Van Hoose Drive in Shively. (Eyewitness Comes Forward In Fatal Ambulance Wreck; Disputes EMT Account - Kentucky)

Emergency medical technician Tammy Brewer was driving the ambulance at the time of the crash. 

According to records obtained exclusively by NewsChannel 32, her partner, paramedic Greg Gavin, described Brewer's condition as "loopy."

Gavin also sent several text messages to another ambulance crew to alert supervisors about Brewer's condition.

In Gavin's own words, he wrote, "When we were on scene, I realized Tammy should have called in sick, which is why I wanted the supervisor to meet us at the hospital."

But just minutes after supervisors were informed and decided to take Brewer off her shift, they were informed she had crashed.

In April, Tammy Pablo told us she was driving behind the ambulance before the crash and saw it swerving for at least half a mile.

"It swerved from our lane to the other lane, back to our lane, and it wasn't just a little bit of a swerve to the line, they were swerving all the way over to the other lane," Pablo said.

In the incident report, Brewer is quoted at the time of the accident as saying, "Oh my God, I killed that lady, I could've killed Greg, too... I am going to jail. Oh my God, I am so sorry."

Metro documents also indicate just 19 hours before the fatal accident on Brewer and Gavin's previous shift, Gavin noticed Brewer "was not able to drive straight" and then wrote, "I made her stop to switch places."

Gavin also noted Brewer had a miscarriage in January and had been having a hard time since then. He wrote, "Tammy's personality had changed from outgoing, sharp and sarcastic to needy, emotional and sad."

When Brewer was interviewed about the accident, she said she took two pills for a headache before coming in to work and got the pills from a family friend.

She noted she didn't think they were narcotics because they "didn't give her a buzz like narcotics normally do to her."

Those records indicate Brewer was told to include in her own incident report she had taken pills before her shift, but did not.

Brewer also has claimed she swerved to avoid a boy crossing the street, but witness says there was no pedestrian.

The records also indicate after the accident, Brewer thought she was on Terry Road.

The accident took place off of Rockford Lane.

The victim's daughter, Maggie Whobrey, told us she believes the accident could've been prevented by EMS sending a back-up crew to take care of her mother.
