One correction on your column.  Stockton Fire didn't "take over" emergency service.  They entered a totally unregulated market and competed for the business (although since they ran the dispatch center, there were questions of fairness).

Finally, the county had enough of dealing with the fighting and put the service area out to bid.  The City of Stockton joint ventured with Rural-Metro on a bid but lost to AMR. There is still some litigation regarding whether the county can compel the city to transfer calls from its primary PSAP to AMR's dispatch center.
